Workforce Development Panel

Tuesday, November 5
3 - 4:30 p.m.

Panelists: Shawn Avery, Hampton Roads Workforce Council; Katherine Dames, Blue Forge Alliance; Bill Miley, Talent Pipeline; Clinton Schuhart, Submarine Industrial Base; John Snell, Old Dominion University

Moderated by Kim Ray, AMPP

The Department of Defense faces a major national security challenge: recapitalizing its sea-based nuclear deterrent while simultaneously building new attack submarines.

One of the most significant problems is the current and projected shortage of highly skilled workers needed to produce and repair the Navy’s submarines and ships—tens of thousands of workers across multiple industrial skill sets are required. Industry cannot solely solve the workforce shortfalls.

This workforce development forum aims to streamline blue-collar workers' recruitment and skill enhancement. It focuses on identifying and addressing the gaps in current workforce capabilities, enhancing training programs, and improving the overall recruitment process. By facilitating better worker matching to suitable job opportunities and providing pathways for skill advancement, this initiative seeks to strengthen the blue-collar labor force and meet the growing demands of industries reliant on skilled manual labor.

These are critical opportunities to change the future of the submarine industrial base and the Navy’s ability to generate greater combat power. How can the broader workforce ecosystem involving governments, industry, non-profit, and academic partners work together to solve a major national economic and security challenge and grow the submarine workforce with the right industrial skill sets?
