Washington, D.C. – (December 17, 2025) — The Association for Materials Protection and Performance (AMPP), the leading global authority in materials protection and performance, applauds full congressional passage of the Fiscal Year 2026 National Defense Authorization Act (NDAA). This bipartisan defense policy bill establishes priorities, authorities, and program direction for the U.S. Department of War.
As an authorization bill, the NDAA sets the rules, structure, and strategic direction for national defense programs, including force readiness, infrastructure modernization, and industrial base strength. While it does not provide funding itself, the NDAA authorizes programs and activities that are later funded through the annual defense appropriations process.
The FY26 NDAA authorizes significant initiatives aligned with AMPP’s advocacy priorities, including $26 billion to surge shipbuilding demand, reforms to strengthen the maritime and shipyard industrial base through enhanced Navy contracting flexibility, continued support for the Department of War Office of Corrosion Policy and Oversight (CPO), and more than $100 million authorized for corrosion control facilities, over $66 million of which is designated for key overseas locations such as Kadena Air Base in Japan.
“Passage of the FY26 NDAA sends a clear signal that corrosion prevention, shipbuilding capacity, and industrial base resilience remain national defense priorities,” said AMPP CEO Alan Thomas. “By authorizing programs that address corrosion risks and infrastructure modernization, Congress is reinforcing the policies that underpin mission readiness, asset availability, and long-term lifecycle performance across the Department of War.”
With final passage complete, AMPP emphasized the importance of translating these policy directives into effective execution across the defense enterprise.
