Following SP0188 Low Voltage Testing in Cold Weather

Good afternoon everyone.  I'm currently consulting for an industrial construction contractor in Canada and we've run into some weather issues.  As winter has begun to move in, we can no longer perform low voltage holiday testing with tap water and this has led to the Owner's SME blocking further holiday testing without hoarding in the entire piping system (which is large).

Has anyone encountered a similar situation and been able to find a less cumbersome solution?  The Owner's CUI Prevention program is quite strict so holiday testing is a definite requirement but we've been unable to agree upon a mutually beneficial solution.

    Thanks to anyone who responds.
