I am looking for help ASAP.

We are hired to sandblast and paint a clarifier after it is assembled. The engineer is insisting that we sand blast and apply three coats of epoxy (15 mils) to all the bolted contact points before it is assembled. That would be 60 mils of coating that will be crushed when the bolts are tightened. Has anyone ever heard of this?
